How about a sign to put inside the windscreen as follows:

 

"This vehicle is private property and anybody placing signs, notes, or any other form of document agrees to pay a standard rental for the space they occupy with their document.

 

Charges are as follows: 80.00GBP per square inch for every hour that the document is in place. If the document needs to be removed by the registered keeper of the vehicle or an agent acting for the registered keeper then an additional removal charge of 200.00GBP will be payable.

 

The placement of any documents, stickers, leaflets or anything else on any part will be regarded as entering into a contract with the registered vehicle keeper and an acceptance of the terms and conditions which are available upon request. Any such request must be accompanied by a 25.00GBP admin charge."

Then, we can start charging PPCs for renting space on the windscreen when they put the charge notices on there.
