The Local Authority PCN was inside a printed polythene bag.

 

The bag has a peel off back revealing a self adhesive side that was stuck to the windscreen.

 

The bag has an opening at the top for putting the PCN in and a peel off strip over another adhesive strip intended for closing/sealing the bag.

 

However the peel off strip was not removed and thus the bag was not closed which would allow the contents to be tampered with or removed.

 

Does putting the PCN in an unsealed but loosely open bag constitute being properly affixed to the car - one of the alternatives for being correctly served?

In law, I've no idea, but I think your clutching at straws here. To have any real chance of a successful appeal, you'll have to come up with something better
