Hi,

Stupidly left my car in the Railway carpark in cardiff for 5 mins without paying, to pick up misses. By time i got back (Sods law), i had been issued the PCN.

 

I know i should have paid! but can i ignore away and not pay it?

 

On the PCN;

 

Notice of breach of railway bylaws.

 

It says to make cheques/postal orders National car parks limited. Also gives a website to pay on NCP Car Parks

 

The back has a whole section on Railway bylaws 2000, in particular bylaw 14.

 

Will try to upload an image of the PCN when i find software for the scanner!

 

Hope someone can offer some advice!

Its a PCCN btw. 'Parking contrevention charge notification'

 

The only line on the front reference railway byelaws reads:- 'notice of breach of railway byelaws'

 

Later on it lists the 'violation' as :- 'parked in a pay and display carpark without clearly displaying a valid pay and display ticket'

 

going back today to take photo's of the signs. The only ones i saw at the time were in welsh!
