Illegible PCN from Council - misaligned printing?

Hello, I'm looking for some PCN validity advice.

I found a PCN from Glasgow City Council under my wiper, but upon examining it, the printing was misaligned, meaning some parts of the notice are overwritten. My registration number and location of the contravention are not fully legible because the details have printed over the top of other words. Likewise the "date of notice" and "date of contravention" fields are not aligned with the printed dates making the whole notice very unclear.

I've scanned the PCN, paste the URL below in to your browser if you'd like a look:

Obviously, I'm going to dispute the PCN, but the question is when should I do it?

If I dispute within 14-days, and it’s rejected I'll still have a chance to pay at the reduced rate. However, I'm concerned that they might take the opportunity to re-issue the PCN or provide me with a legible copy, thus putting the onus back on me to pay the charge.

Would it be better waiting until they contact me with a Notice to Owner before raising the dispute?

AIUI they can't issue you with another PCN or re-issue you with one. The original has to stand (or fall) on its merits (or demerits in your case :)).

Is there a resource anywhere that outlines exactly what is required in a PCN to make it valid (and what could make it invalid)?

Well yeah, there's the legislation itself: Available via the 'opsi' site or 'statute law' site. If no experience though, very difficult to find the relevant part(s).

 

I'm new here so don't want to upset the mods by directing someone elsewhere but there is a more specialist and knowledgable site. i'm not sure what's allowed but hey - hell with it - if this site genuinely wants to help people then surely i can point you in the right direction.

 

Google 'Fightback forums'. Lots of fellow Glaswegians there too.

 

Ok mods - shoot me if you like.

Its a shame the posters on Peepipooh are not so polite about this forum, I've yet to see a nice word spoken about CAG over there! I think you insult the members on this board, sometimes we disagree but I very much doubt there is much we can not assist members in.

Oh? Strong words? I don't believe I insulted anybody?

 

I'm not deriding this valuable resource at all. The OP asked a question and I gave them an honest answer and, in particular, that it is a fact that there are several Glaswegians who use that site with very specific, in depth, local knowledge.

What exactly is your problem? Having been here less than two days I've noted that you seem fairly knowledgable but that you very readily seem to want to deride other users and get involved in pointless, detracting arguments. I fail to see how it helps anybody.

 

As this is interrupting somebody's thread, which has some importance, I shall not be commenting further. Feel free to have the last say and see if anyone gives a ****.
