I requested mine from lowells and it has been 15 working days. what happens after the 12 working days? is the debt no longer enforceable after that period?

The DCA are in default now, and are unable to request payment or continue with any recovery methods, a further 30 days and they'll commit an offence if still not provided.

If they don't produce it after a further 30 days, write to your local trading standards, the FOS and the OFT....

from what I understand they need to produce a CCA that will stand up in court- without it, a judge will throw out the debt. What constitutes a vaild agreement can be found here-is my agreement enforceable So whilst they can still produce it, until they do they can't hassle you for payment or threaten legal action as they don't have a leg to stand on.
