The councils will say that they don't refund paid PCN's since you have accepted the charge is correct by paying it. However they obviously must make payouts at times-when a Court for instance, or PATAS, has ruled that the PCN is invalid, for whatever reason and someone then reclaims their money as a result.

In such circumstances, [A Court or Patas ruling] on say the wording of a PCN for example, which should therefore apply to all similarly worded PCN's, does

that make it encumbent on the Council to repay the ticket or do they dig in and hope to fob you off?

Its a question of semantics. I beleive you can claim your money back. You may need to go to court. If I remember rightly refund is the wrong word to use - you need to seek restitution.
