have a question regarding an extract from the HMRC website(http://www.hmrc.gov.uk/manuals/recmanual/REC2421.htm)

 

"Insufficient Goods - You may still levy distraint even if there may not be enough goods to cover the full amount of the debt and the costs incurred, provided that in the event of a sale, the costs and a reasonable proportion of the debt will be cleared. (This text has been withheld because of exemptions in the Freedom of Information Act 2000)"

 

Does anyone know what percentage HMRC consider a "reasonable proportion" to be in these scenarios ?

 

I would also be grateful if you could also specify whether your answer is definite or an educated guess.
