My friend got a Notice to owner which begins "On 01/--/2007 you were the owner/keeper/hirer of vehicle registration number --------- when penalty charge notice number ---------- was issued. In fact the PCN was issued on

the 4th of the month not the 1st-but the contravention occurred on the

1st.

Is this a minor technicality or a fact that makes the NTO unenforceable?

A Charge Notice has been issued since-does this override the NTO?

Was it a CCTV PCN?

It was by a camera operator observing pictures by a roadside camera it says.

The contravention occurred on the 1st of the month, but the PCN was not issued till the 4th. Then the NTO says that the person was the owner on the first of the month when. the PCN was issued. But the PCN was not issued till the 4th.

The date of notice for a posted PCN is the date it was served so date of issue (day it was printed) is not the same but could be challenged as confusing.
