He has also had learning difficulties all of his life, but gets by with a little (lot really!) of help from us.   2. Hi, I received a pcn in an RCP car park in Manchester a couple of days ago. It's currently at £50 but goes up to £100 if i don't pay it in 14 days I bought a ticket for 12 hours that covered the time I was there, stuck it to the windscreen and clearly at some point in the three hours before the pcn was issued this fell off the windscreen. I still have the ticket which shows the time bought clearly before the time the pcn was issued. I've read that the general advice is to ignore and see if I get a letter, but I'm currently in the process of buying a house as well as a load of other
