On 25/09/18, my car broke down and 02/10/18 I received a parking charge notice in the post for "stopping in a zone where stopping is prohibited". They have CCTV photos of me on the telephone standing beside my car waiting for the Recovery Services to register my breakdown. I had to be towed away and there was no way that I could have moved my vehicle without assistance. They state that there are signs clearly marking it is a no stopping zone and I should have notified them that i had broken down. I didn't notice any signs, and I certainly didn't see that i had to call any numbers. I was busy worrying about what was happening to my car and making sure I was towed to safety. I passed my test about a year ago and I had never been in this situation so you can imagine I was scared and worried! It has gone through the so called independent appeals service and they have, of course, ruled in their favour. I have written to Watchdog and i was just wondering if anyone had any tips about how i can handle this? On principle I refuse to pay this charge, £100.00 is a hefty price to pay for something I completely disagree with! Good morning , wondered if any could assist. In November 2017 i called into what i believed was a service station - SOUTH GATE PARK, A120 Stansted Airport , CM24 1AA as tired and falling asleep. i parked the vehicle in a bay went into one of the outlets McDonalds visited bathroom etc and left. Thought nothing of it . In December received a NTK about parking and fine. Wrote in as the driver as thought there must be a mistake . Met parking said i was only allowed to use starbucks Not Mcdonalds as was off their site. Then sent off to polpa who said no - guilty. Been fighting for 14 months , various debt collectors etc , threats . Now received letter from(JAN 19) saying i owe MET £160 and instructed to write . I Have never had such a nasty experience in nearly 50 years motoring. I honestly believe this has been designed to entrap people. I have a huge dossier . I believe the information /evidence is misleading as layout of site. AND FORGIVE me i was told this - (but not sure if true/applicable) - the NTK said the contravention was 08th Nov 17 BUT the Notice says date of issue of this notice 20th December 17- SOME 42 DAYS later , i was told only 14 days. What i cannot understand if true why did POPLA NOT pick this up ? Surely as experts(i am not just a pensioner) they have a duty of care - or are they independent and whose interests. If anyone can help please it would be most appreciated . And sorry if not to your rules on how set out not sure what i was supposed to do. tony213 -

Hi, My girlfriend works at Arvato, Swansea. She received a 'Notice to Keeper' dated 10/5/18, claiming she failed to display her permit on 3/5/18. Claiming £100, reduced to £60 if paid within 14 days. She has a permit to park in the area in question (Arvato (103), Sandringham Park, Swansea, SA70EA. She can't recall not displaying it on the day. Normally displays it every day. The photos provided by Millenium don't show the left hand corner of the windscreen, so I'm not sure they are valid evidence? She appealed to Millenium, with photos of her valid pass, but they've turned it down on 12/6/18. I'm a little worried about that, as I thought we had more time to appeal to the IAS, Reading it now, it appears we only had 21 days, which would be 2 days ago. Thanks in advance, Joe -

Alcock Crescent (Vickers Green Estate), Crayford, DA1 4LX Ticket says they operate under BPA ……………………….. Hi received a windscreen ticket from UKPC for parking on the road. In a residential estate, but on a road, not a car park. No markings, yellow lines on the road and wasn't blocking anyone or any entrances. A not very obvious sign parallel to the road saying "No Unauthorised Parking" which looked like they were for the parking bays, but on closer inspection after receiving the ticket say 'no roadway' parking in very small letters. They have photos showing car with a blurry sign in the background on other side of the road, plus a close up photo, taken at an extreme upwards angle (blurry, can't really read what it says - my own photo is much better) Considering whether its worth an appeal or not, any help appreciated. I am the RK of the vehicle and received a letter with a parking charge. I have had two previous PCN's from a long time ago when the advice was always to ignore, which I did and subsequently heard nothing off a host of 'solicitors' that sent out begging letters. I think I'm right in assuming after reading many threads the situation has changed because of POPLA and the POFA?? situation in 2012 says I now as the RK have to disclose who was driving as said I am the registered keeper. My partner was the driver. She stopped in the above carpark, tells me she paid for a ticket after entering the reg number in the machine and displayed the ticket on the dashboard. On April 10th the vehicle entered the car park at 9:58 and left at 11:03 (!hr 05mins) This is 'backed up' by photographic evidence on the front of the letter. I asked the better half if she'd maybe just paid for the hour, because judging by other threads you are allowed a 10 minute overstay as per BPA, but she says she paid for 2 hours -

Hi, I parked in a loading bay for what felt like no more than 15 minutes and received a parking ticket. See images attached. I couldn't see any signs that clearly displayed the time allowed or the terms and conditions. Is this legal? Please let me know if you need any information and thank you CAG in advanced! -
Hi, please people need your help. Received a letter from Gladstone solicitors. It refers to a parking notice. They said I owe £160 to DRP. To date I have ignored their letters but this is the first one from Gladstone. It mentions the case of Beavis It asked me to make full payment to DRP, if I dont in 14 days, I should keep them updated with address change so I can defend court proceedings. There have only supplied one photo which was taken from the shop assistant of the rear of the vehicle. No times or anything. The signs were very unclear and small. Do I pay? do I respond to Gladstone or do I just wait for the summons and defend in court? what are my prospects of success. Your assistance would be greatly appreciated. -
Hi I received a Parking Charge Notice on my windscreen on holiday. We had purchased a ticket and displayed it correctly, but it was displayed backwards on the dashboard. I have a pic of how it was which, along with speaking to the next car, suggests it fell forward with the wind as the door closed. Yes, I know we should have triple checked but getting two young children out of the car and raincoats, bags on a miserable wet day we didn't. we now have a £100 charge notice. I have read on forums to wait for a Notice to Keeper (the parking company is member of IPC not BPA). From my research I think the right thing to do is: *Wait for Notice to Keeper, which should arrive by day 56 *Appeal, but do not disclose the driver *Appeal with Independent Agency, as AS parking are likely to deny the appeal Have I got this right? I do feel quite anxious waiting when I have the ticket to prove I paid so am I better to appeal now? IT does clearly state on their signs that ticket has to be displayed correctly, but it isn't a sticky ticket so Im guessing this problem has occurred quite often. I have private plates which I need to put back on my car- will this effect the parking companys chance of getting details from DVLA? Many thanks inadvance for all your help Nic

Hi, I received a parking ticket for £60 if I pay it in 14 days and £100 if I pay it in 30 days from a PCM (Parking control management), I have a permit however it was on the floor of my car but visible through the windscreen, I still got a ticket, I appealed the ticket and I still have no reply. I got a letter in the post stating I now have to pay £160 because I haven’t paid, however I was waiting for the reply from the appeal I called and apparently if I hadn’t heard in 14 days from the appeal I should of called them and I was made aware that it said this on the back of the parking ticket, however they claimed to have sent a letter declining the appeal on the 2nd of February which I still haven’t received, I appealed on the 1st of February and the ticket was issued on the 30th of January. What shall I do? Thanks -
Hi, First of all, thank you for the support you all provide through this site. I have received a Parking Charge Notice from CPM (UK Car Park Management) for 'Unauthorised Parking' in a small car park. The bays are unmarked and the signs are barely readable attached high on the walls in small prints. I am the registered keeper but not the driver of the time. The issue date was last year June 17 and was for £100 or reduced to £60 if payed in 14 days. It was sent to me in post with two pictures of my car in the letter. The reason was 'unauthorised parking'. Since then, I received another letter called 'Formal Demand' roughly after 40 days of the first letter where it says to pay £100. Then I started receiving 3 DRP letters (2 in sept and 1 in Oct 17) asking to settle payment of £160. Following that, I received a letter from Gladstone Solicitors in Nov 17 asking me to settle payment of £160 and then another 'Letter before claim' in June 18. Taking advice from other forums, I decided ignore them and I never contacted or reply to any correspondence thinking that they will stop. Now (Sept 2018), I have received a Claim Form from County Court Business Centre, Northampton asking to pay CPM £174.67 + £25 court fee + £50 legal rep fee total of £249.67. I have kept all evidence of letters and pic of the car park including the sign they have up. I need advise on what to do next. I have read different threads and you tube videos and all saying this is fake court. The court logos are blurred out and looks like the letter has been copied. Is this a actual court? The letter contains moneyclaim.gov password. Please can you offer me advise om what to do next? I have 14 days to acknowledge of service then submit my defence. I can upload pics of letters and photos upon request. Please speak to me in layman's term as I don't fully understand the process. Long story short, I used the car park and then paid before I left however I still received a parking charge notice. Is there anything I can do to appeal this? I have not contacted Horizon Parking as of yet, I haven't appealed either. Below are some info you might need: The parking works by you entering your reg number to a parking metre/display before LEAVING and then paying the amount it states on the screen. I paid the amount it said and then left within 5 minutes of paying. I paid by cash so I don't have bank proof. I don't have any receipts as I accidentally misplaced them. My reg number was correct as I always double check and it tells me the sum on the screen. The entering/leaving time on the letter are correct. I am yet to appeal, the only communication I have received is the letter I have attached to this. Is there anything I can do to win an appeal? Will ignoring them work? I would appreciate any help. Hey guys on 19/10/2018 I have parked my motorbike next to the car bay in Olympic Park, the ground was not marked by yellow crossing lines there, while I am pretty sure it was in other places, so I assumed it is not a problem to park there. Received a PCN on that day and waited for NTK which arrived on 21/11/2018. The Parking Charge is 100£ at the moment. Hi all, can anyone recommend who I should structure a PCN appeal given this situation? One half of the road (where I usually park) had its resident parking suspended temporarily for works, so on Friday I parked on the other end of the road. Having returned to my car for the first time today they have re-opened the usual half and suspended the half I was parked in. Because I hadn't been to my car in 4.5 days I had no idea they had moved the parking suspension. My partner and I are absolutely certain there were no suspension signs where they are now currently - we made a point of looking to check both halves weren't suspended. All they have done is taken down the suspension signs on Friday from the first half, sellotaped a new piece of paper on them and stuck them to posts on the other half of the road (I have a photo to prove it). We live in East London, so we have to park 250m away from the apartment to get a residents bay. We don't check on the car and the availability of the bays daily - that would be nuts. 1. How can I structure an appeal to say that I was parked there before the parking suspension signs were even put up? 2. How much notice does the council have to give its residents before suspending parking? Thanks in advance for any advice and support! -

I received a charge notice for parking on their clients property for a CHARGE NOTICE from Highview Parking, Bradfield Road Car Park, Sheffield S6 2BW Date: 18.12.18 Time: 19:47 Time left: 22:27 Duration: 2hrs 40 mins I had been for a meal at the Italian restaurant for my managers retirement hence the late time of arrival. The car park was empty and so presumed it would have exceeded the time period with it being unsociable hours. Having spoken with friends and family, I decided to ignore the first letter but have received a second one today to state the charge is now £85 instead of the reduced amount of £50. and if not recieved within 14 days an initial debt recovery charge of £40 will be incurred???? Can I please have advice on what to do next as I don't know how best to go about these sort of things- I do think it is disgusting and the owners should not be allowed to charge these ridiculous amounts. I am concerned that I will get taken to court etc??? Please help?? Many thanks in advance -
Hi My daughter has received a "Speculative Invoice" from Civil Enforcement Ltd. I have seen somewhere about rules for the protection of freedoms act and have sent an email today to the DVLA to see when her details were requested and confirmation of who requested it. Once i get this information where do we go from there? The parking notice does not mention POFA at all. Are they required to mention it? -
Hey, chaps, quick one. I received (out of the blue) a letter from Gladstone claiming instruction of legal proceedings against an alleged parking charge. This is the first I've heard about this. They're demanding £160. 1) Luckily, their solicitor letter went to my parents, as I moved address (and updated this back in 2018). 2) Their letter is dated 25 Jan 2019, alleged charge was on 24.02.18 3) Looking at the date, and thinking back to that time, yes, I was 100% parked on their car park. However; - I recall what the event was (local Rugby match) - Parking was in fact paid in full at entry (on match days, they had a parking attendant in a high vis taking payment at entry and handing out 24 hr tickets) - they do also have machines, but this is something they have done for a very long time - Of which, I've paid the front-man and never had a problem. - I had 3 people in the vehicle who also saw full payment. I've contacted ES parking online 15.2.18 (disputing this charge and noting all above)... and as of yet, low and behold, no reply as of yet (I'm now going to send recorded delivery). Obviously, almost 12 months later I'm not going to have the ticket, so I feel I'm being royally stung. Do I have a leg to stand on? -
Hello, I've received a notice to keeper today for exceeding the maximum period allowed by 17 minutes. Although I was driving the car, I was not the keeper as it's my fiancé's (so the letter was addressed to her but I won't let suffer for it) My initial reaction was to ignore it but I decided to play it safe and ask for guidance. The driver was in the ten pin bowling alley, which the car park is outside, with son for his birthday. Where exactly [carpark name and town] - Havens Bank Retail Park, Exeter Appeal: I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP. There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken and an explanation of the allegation and your evidence, i.e.: - If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it. - If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end. - in all cases, you must include a close up actual photograph of the sign you contend was at the location on the material date. Formal note: Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service in the future. I stupidly appealed it and therefore revealed myself as the driver, and the appeal was of course rejected. However the PCN letter came well after 2 weeks from when I parked there. Is this good grounds to appeal to POPLA? Hello, I've been issued with a parking charge notice by MET for parking at Southgate Park Stansted. The parking bays looked like they were there for the adjacent restaurants (McDonalds and Starbucks) I went to McDonalds, left after 12 minutes, 26 days later got a parking charge letter. Apparently I was not allowed to leave the car park on foot while I was parking there, and because I strayed more than 50 feet from the car I must now pay the charge. No obvious signs stating this, not something I would ever expect. I stupidly appealed it and therefore revealed myself as the driver, and the appeal was of course rejected. Hi guys, help please, I have received a parking charge notice from parking eye, at Asda Wrexham. It offers a discount if paid within 14 days. should I pay this? What a diabolical trick! such nice way to thank you for spending your hard earned cash with Asda! -
Hi, I entered the Damside Street Car Park in Lancaster on 09/09 2018 at 11:57:47 with a 5 years old daughter in distress. While my partner took care of her I had to go around to find a place where to change money because I didn't have enough loose change to pay for a parking ticket at the ticket machine. Therefore I bought a parking ticket valid for 1 hour at 12:10 (just over two minutes after the 10 minute grace period finished). I left the car park at 12:13:02. In total, I stayed there for less than 16 minutes but purchased a ticket allowing me to stay for 1 hour (plus the 10 minutes grace period). A few days later I received a Parking Charge for £125. I tried to appeal with the HX Car Management and with the Independent Appeal Service but with no success. A few days ago, I received a Letter Before Claim from Gladstones solicitors threatening with a legal action if I don't pay £160. I'm not sure what to do. Shall I pay or shall I go to the court? Do I have any chance in the court with no legal experience? Thank you for your help Miroslav -
I have just received a "PARKING CHARGE NOTICE" from this company asking for £50 to be paid for "Causing Obstruction" in the car park of the hospital where I work. I have not seen a PCN stuck to my car, but there had been a hand written note affixed to my windscreen by someone who found it difficult to pull her/his car out. I have had PCN's issued a few times by such private companies in the last ten years, and I've only ever paid the ones issued by the local council. The others have sent various forms of threats and then gone quiet. How often do F1RST PARKING take people to court? And what's the current law on this?
