Hi All, We had an enforcement agent turn up to our doorstep today which my sister stupidly opened the door to, my mum refused the notice which he said he had to post anyway even if she did not physically take it. - It is for my dad who is not in the country at the moment. He told me to pay it, which is fine, but upon checking everything this is a PCN issued by the council on the 25/082019 - he hasn't received any correspondence leading to this. Payment is for £408. I will upload the letter they 'posted'. Any advice would be very helpful. jabobs letter.pdf

Hi All! Recently just joined and needed advice, I have read many of these forums on PCN's etc. Let me give you insight (they did add the location and the location ID etc. They had the signage etc) They issued a PCN as there was not a valid permit on the vehicle, which is correct; Issued On: 22/08/2020 at 00:23 Observed On: 22/08/2020 at 00:02 Reason For Issue: Not Displaying a Valid Permit We have two cars in one household, the back of our flats parking is managed by UKPCM and the front of the flats parking is managed by the local council in which you need a permit through them obviously. We have requested the flats management company for another permit, we offered to pay, we got told no - it's one allocated to each house - that's it, no leeway on anything. We have also checked on the UKPCM website of ordering another permit directly from them and we cannot as the postcode checker does not show results of our road. We've had a bereavement in the family, the person who got the PCN was my father who is now abroad as his father had passed away on 18/08/2020. The two cars usually rotate so the one permit rotates with the car, however, we have now received a PCN to a registered keeper/driver THAT'S REGISTERED AND LIVES AT THE SAME ADDRESS AND. CAN OBVIOUSLY PROVE THIS. Don't get me wrong I understand we need a valid permit, but how can we have a valid permit on two cars if we have been told NO? The dates are fresh, we haven't paid yet. I've seen some forums advising to ignore completely, some say appeal. What is the best way to deal with this?
