During business hours you have to enter your vehicle details into the console inside the premises. He parked there outside business hours (arrived at 04:20 and departed at 05:42) the premises doesn't open until 09:00. The carpark entrance is not barriered. He is wanting to apeal but is unsure what grounds to enter the appeal on. The carpark signage doesn't state anything about out of business hours parking. Could anyone advise on what to base the appeal on? Thanks in advance for any help.
