18 months after the last contact from BW legal we've received a letter offering a 40% discount if paid by April. No intention of paying but is this their normal policy and should I just ignore? Thanks for any advice.

My wife received a PCN from VCS for stopping for 10 seconds at JLA in Feb 2015. We ignored this and subsequent letters from Wright Hassell but have been receiving demands for £154 from BW legal since April. I've responded with the "No keeper liability" letters but they are now saying their client (VCS) don't rely on the POFA so my points are irrelevant. Does this mean we can simply say we don't know drivers name and address or should we now ignore. They've given us 7 days to pay or will seek instructions for county court proceedings from VCS. Thanks in advance for any advice.
