HI My Fiancé has been working at a particular company for four years and for the first two years he has been working as a warehouse assistant, until he was given an opportunity to go for training and given a formal education background for procurement officer, where he was awarded certificates for. He has now been working as a procurement officer for two years yet his job title hasn't been changed nor his salary, so basically he is being used as cheap labour. He has approached management, and HR and to date nothing has happened to change the situation, what is a way to go about this predicament, as it's been going on for two years now.
