  1. In March 2010 I informed my local council that I had moved out of my partners home and was now staying at my mothers address. I received a reply stating that they were aware of this move a nd have updated their records but as the property was in my mothers name, any bill would be sent to her. My mother is a pensioner and did not believe in direct debits but would pay each bill in full as soon as they arrive. Not fully understanding the process, I believed that this had happened and that my mother had paid any arrears included in her bill. My mother also believed that the bill being sent included me. My mother has now been asked to give a signed statement stating when I moved out and to what address. I am currently paying Council Tax at this new address. If I received a backdated bill are there any agreements that I. Can enter into with the council to pay by instalments as ism on a low wage and just meeting my current commitments?
