hi my wife took me to get an electric scooter to use in an ASDA in scotland ,last night ,It was black,torrential rain, around 5 oclock pm ,she then parked the car in a disabled bay next to the scooter stand ,On leaving we have found a penalty notice on the window, The blue badge blown on to the floor in the stormy conditions an ASDA attendeant brought the electric 4 yards to me My wheelchair was in view in the back an I am severly disabled by the way ANY REASONABLE ADVICE PLEASE ON WHERE WE STAND
