I have recently left a property where I was a private tenant for four years. When I moved into the flat I was told that water rates were included in the service charge, which my rent covered. Therefore no bills and I havent thought twice about it in four years. Now I have come to recover my deposit, my landlord says that I should have been paying him for my water rate all this time and I owe him this money. I have looked again at my tenancy agreement and it says that water rate is payable to the landlord when issued with a quarterly bill. I never received a quarterly bill from him and it goes against what I was told when I moved in. Can he still make me pay for this even though in four years he never mentioned it or issued any kind of bill and led us to believe we had already paid for our water? Any advice would be gratefully recieved! Thankyou.
