I am thinking to write letter to PATAS and demand for compensation. Contacting LGO is good advise but at later stage.Any other advise?

I have been issued PCN which I paid within 14 days. I received a letter after 2 months that i have not paid the charges, i replied them that I have paid these charges. and I have a proof of the payment. After some time I got another letter that my case is with the Parking and Traffic appeals service (PATAS) and I have been given an opportunity to reply PATAS. Just before hearing date I got letter that the Ealing council has decided, not to contest appeal and cancel the Penalty charge notice. Can i write letter to PATAS and ask for compensation for the waste of my time and the time of the court?
