Underneath 'Penalty Charge Notice' on the yellow cover they have also crossed out in black marker pen some writing. Don't know whether this is relevant all I can make out is 'Section 66 & ----) but thought I'd mention it.

Do I have any possibility of appealing against a penalty charge of parking in a space in a council car park that had no markings even though there were no signs saying you couldn't park there? I've read the threads on incorrect bay markings but in my case there weren't any markings, so I'm thinking I don't 'have a leg to stand on'!
