  1. Sorry, this might have been threadded here before. I just need an advise. I have a physio in my local hospital. to park in a car park, the charge is £2.00 for 3 hrs. I am there15-20 min and think is appaling to pay this amount- you cannot buy ticket for 1hrs or so. If I decide to park near physio department, no signs staff parking, apy and display, no yellow lines- I shall be OK. What if I park in a car park and do not pay the ticket- and I will be unlucky enough to get a ticket. Can I chalenge this? or will I be liable to pay the penalty? As I read on other threads- the car parks are owned by private companies and therefore there tickets are unanforcable? is it true? Thanks for any info you can give me. Also when I was pregnant, I had to stay in Hospital for 5 days, my hubby paid fortune to come and stay with me. Thanks a million

  3. Hi, I am newbie here so please be patient. Can anyone help please? I was issued with CCTV PCN by Haringey council- Gladstone Avenue. I was parked in bay signed with double yellow kerb mark ( no loading/unloading) but the pick up and drop off of passengers is allowed. I appealed on the grounds of no CCTV warning signs in area and the unlawful usage of CCTV ( CEO can easily reach the this street- it is a residential street with 30 speed limit). obviously the refused - saying they studed my complian and they have placed approved CCTV signane in all areas being enforced with CCTV. As for CEO attending the place- the enforcement is in operation for 24 hrs and therefore use of CCTV is appropriate because it is not possible for CCTV constant monitoring ( who cares?). To add to it. At the time of parking I met CEO and he did not even blink his eye over my parking. What does it mean pick up nad drop off passengers? is there any time limit? the thing is I am a registered diabetic(insulin dependant type 1) and that day my sugar level plummeted dangerously low. I was advised by nurses/doctors that if this is the case I am entitled to park anywhere!!! as not to endanger other road users(and me). I was not the driver but a passenger. so my driver dropeed me- I went to buy a call from a nearby market. and then I returned and sat in the car. after about 20-30 min we drove off.(after I felt better).If we had not stop in emergency my driver(co-worker) would have to call an ambulance because he did not know what to do. I have not told this to council becuase I heard they will reject your appeal anyway. I am still convinced the PCN is unfair on the grounds the CEO is a human and would understand the emergency/not obstructing other users- but the CCTV is a piece of maschine without any feelings. Also I have not been in area since so I do not have any photographic evidence. I still think the CEO can be present ( in the ACT it does not say anything about CEO cannot work 24hrs day-see westminster operates 24 hrs a day and the wardens are ever present) Have I got grounds for appeal? ( anyway the 14 days will pass tomorrow). PLEASE HELP!!! what does it mean the penalty must be paid no later the 28 days beginning with the date this PCN was served? on a detachable slip is time served 11.32 ( can I assume that the date served is the date the contravention occured?- then obviously I am penalised as by the time I recieved the PCN in post almost 2 weeks have gone by. Thank you very much for any help. I hope it is understandable?
