  1. I use a station car park run by NCP which operates a FastPark system whereby one can pay for parking by phone. I usually pay on a weekly or monthly basis and on various occasions I have paid for this once I reach my workplace as my mobile is low on money or electricity. I have returned to find my car ticketed in spite of the payment I made. My two points are: 1. Is it legal to enforce a ticket when there is no information stating that the FastPark system needs to be accessed immediately? Surely as long as a payment is made within the time the car is parked, this should suffice? If such information is not clearly publicised, how are we to know? 2. If they are able to identify my car when I phone and take payment for the parking, surely they should also be able to identify whether the car has already been ticketed - is this not therefore taking money under false pretences? 3. If I do have to pay these fines, can I claim back for the money I paid to park the vehicle? Thanks so much for your help.
