  2. Hi New to these boards and hoping you will be able to help. At the end of April I entered the congestion zone in London (I actually live within the zone but do not have a resident's permit as I rarely use my car during the week). I remembered that I had forgotten to pay the congestion charge a few days later but since I was on vacation at the time I thought I would wait for the PCN to arrive and then pay it. No PCN arrived and I thought I had somehow got away with it. On 8 June I receieved a Charge Certificate saying that the fine had been increased to £180 (so by implication the first and the second PCN never arrived). I have paid it but think it's grossly unfair. I undersatnd that non-delivery of a PCN is not grounds for appeal, which seems absurd. Anybody know if I might succeed in any appeal? Thanks in advance.
