  1. Yeah I read that one. I didn't run this chap over though! Trying to put a scan up of it without much success so far-I have a photobucket account but i'm unsure how to upload it from there to here..
  2. Hi folks, this is my first post on here and I'm trying to find out where I stand with a PCN that I recieved in the post today. I apologise if this has been answered before, which I suspect it has but I searched for 40mins or so and could only find similar cases involving private companies.. Anyway this is the story-one evening I parked in a leisure centre car park which is pay and display but I didn't buy a ticket. When I returned there were a couple of Civil enforcement officers standing by my car who appeared to be in the process of printing a ticket out, I said 'I'm just going now', one of them replied 'This is pay and display and you don't have a ticket' I said 'Sorry didn't know it still counted at night' and got in my car and drove off before the ticket was put on the car or given to me. I'm not sure if the ticket was even printed, and I didn't feel like hanging around to find out! Today I recieved a PCN through the post from Windsor and Maidenhead council which is being served because 'the vehicle was driven away from the place in which is was stationary before the CEO had finished preparing the PCN or had served it in accordance with Regulation 9' My question is this-do I have to pay as I never actually recieved the ticket?
