If they ask about evidence use this: Concerning Westminster Enforcement Code of practice (V 1.6 December 2008) 6.3 “private vehicles are only afforded unloading concessions when unloading goods too heavy or bulky to be carried from the legal parking place. The vehicle must be so parked as a matter of necessity rather then mere convenience”. I would like to bring your attention that I am a woman and had to carry two suitcases which were too heavy and too bulky for me. “ I can see from you letter that you are required an evidence of unloading. Could you please see the picture attached to the letter? The headlights are on. I can’t leave the boot open on the street. What sort of evidence I can give you, if it was a private unloading? I am sorry, but this is unacceptable. I stopped on the single yellow line with no kerbs markings on it before 11am. I am very keen to send the case to the Parking and Traffic Appeal Tribunal now. You are writing the rules which you simply do not follow. Traffic Enforcement officer is not trained to issue a PCN in a proper way. I believe PCN must be FIXED to the car, but not PUT under the wiper. “From 8:30 – 11:00 a rule of 20 minute logging observation applied, which I cannot see on the parking ticket issued by Traffic Warden WS5916. Second of all, I stepped out of my vehicle just for a 3minutes max as I dropped bulky items to a Julia’s Meadow, Julia House, 40-44 Newman Street, London, W1T 1QD across the road. I can’t see any reason why you asking for a delivery note, as I explained on my first letter why I stopped on the SYL. “ On the Enforcement protocol under section 2 – YELLOW LINES PCN code 01 clearly written: private cars at least 5 minutes of observation must be given. It must be stressed that the lack of any delivery /unloading activity at the vehicle does NOT automatically mean that delivery/unloading is not taking place.

This is not the first time you are trying to force me to pay the PCN which is unfair. You made up the rules which you do not follow. How should we, taxpayers, understand this? I believe the Council is not entitled to the amount shown on the PCN as the cost and potential lost revenue to the council for the 3 minutes the vehicle was over parked does not match the potential £120 penalty charge. Try to use it!!! I use this letter for Westminster Council!!! It works!
  3. Hi faigthers!!! I need your advise. I got the ticket on Saturday the 5th of September outside of my door. 21R parked in a suspension bay. Wrote this letter: Re: Ref number KE135xxxxxx To whom it may concern, I strongly feel that I received an unfair ticket and would like to dispute it. The sign was not clearly displayed: when the suspension is in force: Mon –Fr? Mon-Sat? Time? (please see the picture attached). I am aware about telephone service call to the resident if the car has been seen on the suspended bay (I was told it by the customer service advisor in the Town Hall Hornton Street W8. I also received these calls from the “Resident Parking Service Centre. My wife received 2 calls when she left the car on the suspended bay. Voice mail was usually left asking to remove the vehicle from the suspended bay with a warning message. I also know that the warning leaflet must be left on the car the day before; nothing has been done on our street for a long time. I am also stressing out that Civil Enforcement Officer has broken my screen wiper when he put the PCN on my windscreen under the driver’s side wiper. I had to get a new one as it would cause me a problem in a raining weather. (please see the invoice attached). I had to pay £29.66 plus 15% VAT. I am pointing out that the Officer did not stick PCN to the windscreen. Could you please consider all facts and cancel this parking ticket. As I strongly feel that this has been clearly a very unfair ticket issued. I also feel that the council should refund me the money for the broken wiper. (£29.66 plus 15% VAT £4.45) I am a resident and pay my taxes as everyone else. And I feel that there was no leeway with regards to the situation. I look forward to awaiting your decision. and received a reply with a rejection. Could anyone advise how can I strick this notice. This is already 5th one in 1 years time. I can't win this battle. I have also attached the picture of the suspension sign. (the top one is the one). Thanks a lot.

  5. Parking Warden did not do any observation time on my vehicle. I should wait for a reply from Westminster.

  7. Hello, help needed again. I recieved a PCN on a single yellow line for a 3 minutes. Private unloading, I had to carry to big suitcases to the house opposite. All "pay and display" bays were suspended. Is there any observation period? 5 minutes - by Westminster Enforcement Protocol Single yellow with no kerb - means no loadin/unloading restrictions apply. I wrote a representation to Westminster, officer asked for a delivery note. What kind of a delivery note I can give them if it was a private unloading? Items were to bulky and heavy to carry from the nearest "pay and display" bay? Please advise. Thanks

  9. Hello, I am experiencing a problems with O2 now. I spent half of my day adding all charges together and found out, that O2 overcharge me. I wrote a letter to the customer service. Never heard anything back until they disconnected me. After a long conversation with customer service I received an email saying that I am responsible for the usage which is not an answer I required! I wrote again... Is there anything else I can do about it?
  10. I was not happy with the council decision and asked to transfer the case to the Traffic Penalty Tribunal. This is it.
