Having paid a fixed penalty fine of £60 for vehicle being parked temporarily outside the house (welder supposed to collect, but didn't) with no tax (no quibbles), I've just received another request for £99 from the DVLA for the same offence. As I believe that you can't be tried twice for the same offence, how can I be fined twice? In effect I'm being judged twice aren't I? Any ideas anyone? Regards.
