  1. At 10:30hrs, Sunday, 6th December 2009, I visited Belle Vue Road, Leeds with its junctions with Woodsley Road an Moorland Road, Leeds.

     

    At this location there is a P1028.4 Sheet 2 of 2 Parking Bay, on the right hand side of the road when you stand at its junction with Moorland Road.

    This bay is about 300yards long, and plated for permit holders only, but with no legend on the outside of this bay showing the use to which it is put.

    At this junction it can be seen that there is a section of double yellow line which has recently be repainted. This newly painted line runs a short distance with the old line to recently repainted termination marks of the above bay.

    The termination marks used for this bay are non compliant as two set on lines have been used to show the end of this bay.

    As this bay is a P1028 2/2 bay, single termination marks should have been used.

     

    At the Woodsley Road end of this bay there are no termination marks to show the end of the bay.

    Last time I visited, there was a yellow skip placed over the end of this bay. The bay has now been removed to concur that there are no end of bay markings painted on the floor.

    I took pics of this bay at both ends, There are 2 pics of the Woodsley Road end which clearly show that this bay is not correctly marked at all.

    At the Moorland Road end there are 6 pics of a newly amended bay, showing double end markings, so making this bay a non bay.

    I laughed when I saw the double end bay markings, as to me it just shows the incompetence of Leeds Council, they cannot even copy pretty little pictures from a book and paint them onto a road.

  2. I will go to the location again, perhaps Monday, and see if the skip has been moved off the bottom end of the bay, and post amended pics ASP.

    All we have regards to bay is about 300yds of dotted white line with no end or start, so its not a lawful bay just random broken white lines which are not in any parking bays drawing I have seen.

    You made your error writing to these monkeys on day one.

    I hope that you use the Ridings Centre, a £1 for one hour, no clamps, tickets just shopin gone mad.

    Its the same up Westgate with this company, it was in the local papers the other week.

  4. We should know all about parking/speeding scams as this forum is full of PPCs, fraudulent Councils by the 100's and a Government that has a clash with reality when they get caught stealing money from thier expenses.

  5. If you got a ticket for a parking bay, please supply photos of that bay, with clear photos of the end markings at both ends of the bay.

    Please also show the line down the outside of the bay, and anything that is written down that line, also get a photo of the restriction signs which are applicable to the bay where you parked.

    If you can get measurements of the parking bay from the kerb stone to the dotted line on the outside of the bay from both endsof the bay.

  6. I have good tidings from Belle Vue Road, Leeds 3.

    After the visit yesterday to this location I saw the top of this parking bay had no end markings, and I was unable to check the bottom end of this bay cos of a big yellow skip parked right at the end.(Jct with Woodsley Road.)

    I have managed to look on Google Street for the Belle Vue Road, and saw that the bottom bay end markings are missing.

    This shows that there is no bay markings at both ends of the set of dotted white lines on the road.

    I am always unsure of Google Earth, so if you can go back to this location, and check how many signs on poles there are down the length of this bay. (should be around every 30 yds) and check that ther are no end markings as per the drawing below

    If this is the case, then without a correctly marked parking bay, as per D for T drawing P1028.4, then this PCN was not lawfully issued.

    You will have to fight tooth and nail with Leeds City Council to get this ticket cancelled.

  7. In my view its anything that get you through the night.

    Whilst studying at the OU my policy was to keep it simple when writing TMA's, yet in another job 31 years ago it was bore them to death.

    Its good that such a wealth of expertise is available for people who have problems.

    I agree the Clowncils are thier own worst enemy, but things happen like this LaLa land init.

    Sometimes makes me wonder if they have got through to Janet and John Book 2. I do know that at Leeds City Clowncil 2 and 2 make 5.

  8. I went to this location at 1500hrs today, and I can concur the condition of this parking bay. This parking bay is a very long one, and at the top end there are no end of bay markings.

    At the bottom of this bay at the Kirkstall road end, there is skip covering up the end of the bay markings, so I have no idea if the markings are there or not.

    I spoke to a CEO( Number taken) and he knows that nearly all the parking bays in this area of Leeds are unenforceable, but the CEO has been instructed to give out PCN's no matter what state the lines and signs are.

    This was at approx 1510hrs when this discussion took place.

    I was shocked to hear what was said as Leeds City Council say they do not enforce unlawful bays, but this seems to be the style of Leeds City council, as they clearly are lying on this one.

  9. First of all what is the precise location on Belle Vue Road?

    As this road is quite long.

    Also you mention Leeds then its bound to be defective in this city.

    Can you return to this location, and take more pics of what is on the floor regarding parking signs and lines.

    It looks like the parking bay may have been tarmaced over?

    Leeds City has one of the worst lines and signs in the UK, and it will follow that there are more defects on that part of the road, but they will not admitt it.

    I knew someone who lived at 115 Bell Vue Road, in 1971, this house is now no more.

  10. In our area some time ago, a police car driver parked on double yellow lines and was given a fixed penalty ticket, when he went to the take away.

    Any emergency service vehicle can speed, go through red lights and park anywhere so long as that vehicle is acting as an emergency vehicle.

    Going to the bank/chip shop, bookies aint using the vehicle as it should be, therefore the driver will and should responsible for his actions.

    Having said that police seem unaccountable to thier responsibilities as the latin saying says. ' Who Polices the Police?'

    The motto of the Royal Military Police is ' By Example so shall you lead. '
