  1. Yeah it is a lawful PCN, it does have a description of the contravention. Surely they are required to inform the public if their enforcement protocol changes, otherwise they could just swap offences around which would affect their upcoming two tier fining system. They have a common sense parking charter which states that they will endeavor to collect information correctly, would this not contravene that? Thanks

Was issued with a PCN two weeks ago in islington, have appealed it on the grounds that the code it was issued under does not appear on the councils own PCN contravention code list (pdf on website). Have been told that my appeal has been unsuccesful. Was issued with a code19 PCN, which according to some boroughs websites does not come into force until july 07 (when the differential charging sysytem comes in) Is there a standard london wide PCN contravention code list? Can islington council just issue PCN's without declaring up to date codings on their website? Am considering waiting for the 'notice to driver' and re-appealing....
