  1. I got a NTK through the post today. Attached is the NTK and sat view of the layout. The entrance ANPR camera is before any car park signs, It does not say whether the driver was parked in the actual car park or on the forecourt. Street view shows the signs, I am unable to get a picture of the sign without a drive into London to get there. https://goo.gl/maps/yh1ehnDVUsR2 For PCN's received through the post [ANPR camera capture] please answer the following questions. 1 Date of the infringement 27/09/2018 2 Date on the NTK [this must have been received within 14 days from the 'offence' date] 08/10/2018 3 Date received 10/10/2018 4 Does the NTK mention schedule 4 of The Protections of Freedoms Act 2012? [y/n?] Yes 5 Is there any photographic evidence of the event? Number plate only 6 Have you appealed? {y/n?] post up your appeal]No 7 Who is the parking company? Euro Car Parks 8. 2. Hi all, I'd appreciate some help/advice regarding the above please. On 29th September, I parked in a Euro Car Parks location. I paid by phone, and have the receipt/proof of purchase from 14:31 to 17:31 on that date (£3.20; £3 for parking plus the 20p service charge for using the phone service). According to their CCTV, I entered the car park at 14:13. I remember spending quite some time driving round waiting for a space, found one but re-parked (I couldn't get out; it was clearly left as everybody else had that issue!) so it took some time for somebody to leave. I now understand the grace period was 10 mins from car park entry to payment. Come departure time, I was back at my car at 17:00/17:05. However, the car park has me exiting (via CCTV) much later; I don't have the original notice to hand but I think it was just before 18:00. This is correct, because the car park was just a massive queue due to surrounding roads being blocked and nobody could leave. I didn't really think anything of it/never contemplated an issue until I had a notice from Euro Car Parks in October (received by me on 16th October) stating that "the P&D/permit purchased did not cover the date and time of parking." I wrote to them (not recorded delivery) with proof of my purchase, offered to pay £1 to cover the difference/what the parking would have been, explained I was hunting for a space/queuing etc, didn't think much of it. No response. I then had a letter from Debt Recovery Plus dated 6th December (paying your parking charge, how to settle, what happens if I don't pay, a supreme court decision so do not ignore this), and I sent a copy of what I sent to Euro Car Parks. No reply. I had a further letter from them dated 28th December (notice of intended court action). I ignored this letter. I had a further letter from them dated 14th January, with a final settlement offer. Again mentioned court and CCJs. I also ignored this letter. Today I received a letter from Zenith Collections. It shares it is sent without prejudice, they'll collect the debt and pursue to a legal conclusion if necessary, they urge me to act now etc. It is titled "notice of debt recovery assignment" and says the date of the notice is 29th January and all communication should be with them. I called them, mentioned the offer made, that others have not responded, etc. I also made the same offer to them. They will only accept the reduced settlement rate of £136 (from £160). They do not want copies of the parking ticket/payment made or correspondence to Euro Car Parks/DRP (who seem to be the same as Zenith). They said they will take me to court and they recommend I seek legal advice. With all of the above, is there any advice available here please as to what my next steps should be? Lesson learnt; send everything recorded delivery in future/be aware of parking cover if there's a big queue/you're still expected to pay even if queuing! Many thanks in advance. 4. Help! im a student and my Uni is very close to a Morissons. I've parked there randomly a few times and got 2 tickets for 50 pounds for overstaying the 2 hour period. To be fair i wasn't looking for any parking signs as i was always in a rush and didn't even know that i had a time limit in a shopping center car park. To be fair is a very small town. I live in Northampton by the way. I have receiving 3 letters( each for the 2 tickets) from Euro car parks which i kind of ignored and after that i have been getting tickets from DRP saying i have to pay 150 pounds each for both tickets. What should i do ? i've been so scared to get in contact with these people. At first i didn;t have the money and after that i thought i would just wait and get more familiar with the subject. Do i have to pay these tickets or not ? How should i go about this?
  5. Got to love them. Daughters boyfriend just received a NTK for staying to long in a petrol station. The car was there but wouldn't start after filling up with petrol - I know because I had to go and get it started. The wording is brilliant! I will going down there to check signage and also speak to the garage staff to try to get it rescinded as they will be able to check CCTV - don't hold much hope. First time i've heard about ANPR in a petrol station!
  6. I would greatly appreciate some advice on a private parking charge I received in the post today from Euro Car Parks whilst using an Esso service station @Esso_GB . I parked in a car park to the rear of Esso Meads Purfleet, and put a timer of 40 mins on my phone (the parking limit was 45mins). I met with a friend in the station and we collectively bought fuel, costa coffee, food to eat and sat in the seated dinning area. When my phone alarm went off to leave, we had not finished eating. A member of staff advised me to just move my car to the front of the forecourt and park there instead of the rear car park. I did this and continued to finish my food and bought more coffee. I now have a £100 parking ticket reduced to £60 if I pay straight away. I am really angry with Essso, as I was in the process of leaving until their staff told to re-park at the front of the building. Also i am annoyed that i was buying food, drinks and fuel and sitting at the tables for customers to eat at, so after spending my money with them, they are charging me. My friend who parked at the front of the building for the enter duration of our stay, did not get a ticket.
  7. Hi guys i got a euro car park ticket by anpr for £100 for a unpaid 44 minute stayit was address to the keeper of the vehicle. in the instance i had a massive tyre blowout which shredded my tyre entirely so i pulled into the Esso garage up teh road to wait for the AA. i didnt notice the signage, i was busy trying to get the car moving again. where do i stand, can i appeal it?
  8. Hi polar1882 https://www.consumeractiongroup.co.uk/forum/showthread.php?489035-Euro-car-parks-ANPR-PCN-MRH-Esso-meads-Purfleet I have just received a similar notice through the post for the same date only a few hours earlier. I was actually on holiday and pulled in with my family to grab a snack. I received the PCN from my hire car company who have acknowledged that they have passed my details onto Euro Car Parks. As i am from Northern Ireland, i cannot go back and check the sign and was unaware of the "pay by phone transaction" as this is unavailable in Northern Ireland. I was also completely oblivious to having to pay for parking at a filling station. Sorry for jumping onto your thread but i would be very interested in any help that you are receiving from fellow subscribers.
  9. Hi all, Grateful for any advice on whether to ignore Euro Car Parks or bother appealing. These are the particulars: 1 Date of the infringement 19/7/2018 2 Date on the NTK [this must have been received within 14 days from the 'offence' date] issue date is 25/7/2018 3 Date received 28/7/2018 4 Does the NTK mention schedule 4 of The Protections of Freedoms Act 2012? [y/n?] Yes 5 Is there any photographic evidence of the event? Close up pic of car number plate with entry and leaving times 6 Have you appealed? {y/n?] post up you appeal] no Have you had a response? [Y/N?] post it up 7 Who is the parking company? Euro Car Parks 8. Where exactly [carpark name and town] Surbiton Health Centre, KT6 6EZ For either option, does it say which appeals body they operate under. BPA ---- I am the keeper, but wasn't the driver on the day. It's the local GP and you have to go into the GP surgery to register the car on a kiosk to avoid these charge notices coming through. The driver did go in and register the car on the kiosk system, but assume the system messed up. We have proof of the GP appointment on the day - so am wondering if it is worth appealing on these grounds. Grateful for any thoughts.. thanks
  10. 1 Date of the infringement 08/11/2017 2 Date on the NTK [this must have been received within 14 days from the 'offence' date] issue date is 05/12/2017 3 Date received Not sure as I was on a long trip and found it when I came back 4 Does the NTK mention schedule 4 of The Protections of Freedoms Act 2012? [y/n?] Yes 5 Is there any photographic evidence of the event? No a search to their website only shows a table with the basic info and payment due, no photos 6 Have you appealed? {y/n?] post up you appeal] no Have you had a response? Where exactly [carpark name and town] Surbiton Health Centre, KT6 6EZ For either option, does it say which appeals body they operate under. There are two official bodies, the BPA and the IAS. If you are unsure, please check HERE BPA I went to talk with the reception at Surbiton Health Centre, and they were not helpful. I remember the console to register the Immatriculation number was not working on one of the days I had to go there, but I am not sure it was on the 08/11/2017. The people at the reception did not want to confirm anything and went as far as to say that they have nothing to do with the parking company.
  11. This NTK came to someone I know and quite frankly it's a joke! Date of parking: 08/07/2018 NTK date: 13/07/2018 NTK received (last week, I'll check the exact date) The vehicle was parked from 15:43 to 16:02, the driver went into the pub, spoke to the pub owner while drinking a coke and left. The car park is for the pub only, not shared iwth shops or anything, post code is RM6 6QT Google nosey neighbour link: https://goo.gl/maps/3bb2EhXYUJN2 The reason for the charge being issued is 'Your vehicle was not authorised to park' As the car was there for less than 20 minutes it's not an over stay, so I'm guessing the driver forgot to get a free ticket or register the reg number at the till. Until I see a photo of the car park signs I won't know. Anyway, any thoughts on this one? One thing I need to add is that the registered keeper moved house a week ago so the NTK was sent to the old address, I think they need to send at least one response to Euro CP to advise of the change of address and I guess at the same time deny any responsibility for the keeper as the vehicle was parked correctly (dependant on photo of sign)?
  12. This is my 2nd run in with ECP. First one, about forgetting to purchase a ticket, was dropped by them after their follow-up letter which nicely increased the demand from £60 to £100. This time I made sure to buy a ticket but overran the allowed time (I think I was 6 minutes over a 3 hour limit but the letter didn't stipulate). I received, and promptly forgot, their first letter and was away for the final 2 weeks of the 28 days they gave me to appeal their second letter. I went to lodge my appeal and was told: 'No further appeal can be made against this Parking Charge Notice (PCN) – the PCN has been forwarded to Debt Recovery Plus Ltd. All/any communication must now be directly with Debt Recovery Plus Ltd who’s contact details are on http://www.debtrecoveryplus.co.uk or telephone 02082346775.' This to me implies they've sold the debt to a DCA rather than do what they've threatened in the past which is to take me to court and push for a CCJ. To me this is just a non-credit related issue and one that cannot result in a default or CCJ against me, damaging my credit rating, nor is it anything that can result in legal action, and so is something I shouldn't be concerned about. Am I right? The charge itself is excessive - £60 (later increased to £100) for overstaying on a ticket is in breach of what they can charge and as I understand it, they can only claim for lost earnings - which would simply be the cost of a ticket to cover the extra minutes I was parked. Having previously laughed off a DCA when I did receive a default on a credit card debt, I'm not bothered at all about a DCA chasing a parking ticket, assuming my understanding of the situation is correct. And if I am right, isn't it bizarre that a parking company renowned for taking legal action has decided to wave the white flag and sell on to a DCA? Thanks in advance.
  13. I parked at Euro Car Park on Aytoun St Manchester and forgot to pay. A few weeks later I got a demand to pay £100 as RK I replied with the same CAG advice that has helped me in the past which is : 'As RK I am not liable for this charge. Cancel this charge or alternatively issue a valid code for POPLA. At POPLA I shall be demanding a full breakdown of the genuine pre estimate of loss that this charge must represent. I am under no obligation to name the driver of the vehicle at the time of the event. No further correspondence will be entered into.' This has worked on all previous occasions with other firms but Euro Car Parks have rejected my appeal - citing a number of reasons that all revolve around 'you must purchase a ticket, signage clearly pointed out the terms of the parking contract and potential charges' yet does not once name me or state I was the guilty party (because they know they can't prove it and are just hoping I will own up) and so I am wondering what my next step should be. From reading other threads on Euro Car Park I understand they have no leg to stand on, that they cannot send me to a DCA or take me to court but I am still unsure of how to respond. It seems my options are as follows (along with potential downsides). 1) Insist that they provide me with a POPLA code. Downside being they may do so and I may lose at POPLA. 2) Ignore them. They should go away but I don't want them to take my inaction as weakness and ruin my credit rating by registering me with a DCA. 3) Write back with a withering putdown to show I am not a sucker and that they have no legal ground to enforce a fine, can't prove I was the driver, and that I know their their process of DCA and solicitor threats is all internal and part of the same BS - but this does run the risk of antagonising them. 4) Tell them to either take me to court and prove I was the driver or to go away. Downside being it could drag on and on. My personal preference is for 3) followed by 2). Thoughts?

Where exactly [carpark name and town] Wellington Street, Stockport For either option, does it say which appeals body they operate under. BPA I was wondering whether anyone would be able to help with a Parking Charge Notice I have received. I have read through a few posts on here and I'm hopeful I could not pay this charge but would appreciate anyone's advice? I was in the Magistrates court (as support not accused) all day from 9am to 5.10pm. During the day the only car parks I could find that were available were for 3 hour limits and after using two in the morning I went to one on Wellington Street in Stockport for the afternoon. I paid for the maximum 3 hours parking but unfortunately after lots of waiting the case I was in finally got seen at 4.40pm but was eventually adjourned (long story), This made me late for the car park but I thought nothing of it as I didn't have a ticket - I thought I had struck lucky. However I since received a PCN in the post and was wondering if anyone could help. The car park is only a small one and I managed to get the last space. I did drive round he tight little car park to check spaces and this tight one was the only one left. The Entry time was 13:51 and Exit was 17:16
  15. Hello (I'm new here!) can anyone please tell me whether this was successfully overturned? https://www.consumeractiongroup.co.uk/forum/showthread.php?472401-Euro-car-parks-PCN-Trinity-Street-Bolton-BL3-6DH.&p=5107713#post5107713 I have had a letter from the same place, for the exact same reason. I have stupidly left it until what I thought was the day before two weeks since the letter arrived (but i now see is the day AFTER the 2-week deadline date specified on the letter. DOH! I am currently off work with mental health issues, which is not helping!) Have not had one of these for a long time (had one on Middlebrook, when I was on yellow lines outside a shop whilst collecting a balloon display on a windy day! Just sat tight and ignored- but I understand the advice now is to not do that) and am very anxious! Thank you TWrecksX
  16. Hi all, I'm doing this for my brother, who is registered disabled, so assumes that because he had a blue disabled badge on display, he didn't need to pay for a ticket to park here. BPA i think, POPLA is also mentioned If you have received any other correspondence, please mention it here NONE £90 parking charge notice, parked for slightly over 5 hours according to their times, looks like the limit was 4h30 although this is not stated in the letter anywhere. Didnt even realise there were parking restrictions as its not like it is in the middle of town I can see you could easily park that length of time as we did, if you do several different things while there within the "park". not sure what else is useful to add if anything. I found another website a recommendation to ignore: so if thats the case then is there any guideline as to how much correspondence to expect from them before it stops or needs to actually be followed up? Thanks all
  19. Hello All, This is my first thread at this forum, so I'm sorry if I missed some rules. I'm not a native speaker, but live in UK, so my apologise for any grammar or spelling mistakes. I have received Parking Charge Notice from Euro Car Parks. I will try to answer question posted by "silverfox1961" to explain what happened and what I did. 1 Date of the infringement On 1st July 2017 I parked at Solent Retail Park in Havant to go with my wife for shopping. We were there few times before, but never noticed any information that there is a maximum stay time. because I am not from Havant I cannot check right now what is the allowed parking time, but I assumed it is 2 hours. From the letter I received I see that I exceeded this time by 45 minutes. They are asking me now for £90 or £50 if paid in 14 days. 2 Date on the NTK [this must have been received within 14 days from the 'offence' date] Letter was issued on 12th July. 3 Date received Because I leased the car form my company letter from ECP was sent first to them and then I got an email and printed version on 14th July (I think my company received it at the same day). 4 Does the NTK mention schedule 4 of The Protections of Freedoms Act 2012? [y/n?] Yes. 5 Is there any photographic evidence of the event? Document encloses only pictures of car's registration plates. 6 Have you appealed? {y/n?] post up you appeal] Have you had a response? [Y/N?] post it up No, I have not appeal yet. 7 Who is the parking company? Euro Car Parks 8. For either option, does it say which appeals body they operate under. There are two official bodies, the BPA and the IAS. ECP is a member of BPA. 10. If you have received any other correspondence, please mention it her. No other correspondence. I will be very grateful for help, what should I do now. I can attach pdf of a letter from ECP if needed. Regards Lukasz
  20. Is it legal, for council run car parks, to lease some of their bays? I have been using a particular car park; 30 years plus. It has six levels. First level has a row of bays painted pink [nice] for 'Handicapped' & 'Parents with children.' All the other bays are painted blue. Rightly or, wrongly, this colour has been considered for the use of all others It is a pay & display. It was busy. I drove up to the fifth level. All the bays were blue. It was 80 per cent full. Saw a bay and reversed in. Bought a ticket - onto windscreen. When I returned, there was a PCN on the window for not displaying a ticket. Found the parking office and entered. Within were 3 parking attendants munching happily. I was angry. A Team leader joined me. Went up to my car. Pointed out my ticket. He then alleged that I had placed it there after I had received the PCN. Got more angry. He said it had been issued by the Team Manager and he would have taken photos. He began to raise him on the radio. Whilst he was doing that, I spotted a 12" by 12" plaque saying one was not allowed to be parked in these bays - even if 'one' had a ticket. [Leased out to : Clinical Commissioning Group [CCG] {NHS} My research reveals they receive from the government i.e. 'us' two thirds of a 73 billion pound budget. Nice, again. Bear in mind - not even the Team Leader knew any of this. Also, other than the plaques being small, their positioning is suspect: The first one was blocked by my near side exterior mirror. The second, on the rear wall, was invisible to me as it was lower than my rear view mirror, and finally, the third one was out of sight as it was on the other side of the car parked next to mine. Of course, I am challenging the PCN. [inadequate signage] Has what has occurred - legal??
  21. Hi Just before christmas received a letter from Euro Car Parts Stating that wife had parked on Kay St Bolton car park without attatching a paid ticket on the window i phoned them stating i have never parked on this car and do not intend on parking here ever never spoke to such rude people. after 10 minutes of arguing with a sarcastic person down the phone i was told to appeal which i havent i instead sent an email to their CEO office also a person who doesnt reply to his emails he receives. They claim my wife parked there between 13:47 and 15:00 and didnt display a paid ticket on the window she has told me she has not been in this car park and cut through just to avoid the build up of traffic on the same road but she never parked there or stopped in this car park sent their ceo a nice email politely asking for the CCTV images of her entering the car park, parking up the car and walking off without paying for a ticket and also at 15:00 an image of her getting back into the car and driving away just as exepected no reply off him sent the same email twice. Today another letter comes through saying the 40 pound discount has passed and i now owe them £100 to be paid in 28 days or they will instruct a debt collector. This company sounds like an utter joke What steps shall i take now as they refuse to email me back. im just disgusted at how they think they can obtain my details through my registration and my address

  23. Hi Guys, Another case of NTK for over 3 hour stay at Bishop Centre Taplow from Euro Car parks. I received letter in the post to registered keeper with photo of my number plate at entering and leaving times. Unfortunately my partner did exceed the 3hr free parking time stay there. But done bit of shopping there which would be visible on the bank statement. I am preparing appeal to the ECP in hope they will cancel their invoice. Can you suggest any more legal wording I could add to the below draft? Dear Euro Car Parks As keeper of the vehicle, registration XXXX XXX, I have received your invoice number xxxxxx. The driver at the time tells me that they did substantial shopping at several shops in Bishop Centre and that they are therefore not liable to pay you any money. Please find attached redacted bank statement with charges from Tesco and TK Maxx confirming they were legitimate customers and to substantiate their length of stay on site. I kindly ask you to allow this appeal on above mentioned grounds. Should you decide to reject this appeal, please issue me with a valid POPLA code. At POPLA I shall be requesting breakdown of the genuine pre estimate of loss that you charge must represent. Since it was a free car park and not filled to 75% percent at the time there was no loss. Look forward to hearing from you, Registered Keeper
  24. Hi all We have received two PCN's from a Euro Car Park - members of BPA demanding payment of £100 each for both mine and my husband's cars. The date issued is 17/12/2016. I cannot recall the full details of the incident so I am relying on their evidence to advise me - however it looks to be very lacking in detail with simply an images of my number plate twice with text underneath it alleging the time of entry and exit. Now this does not seem sufficient to me but you tell me.... Is there advise on the best route of action to take as this is the first letter from them i want to deal with the matter asap but do not want to pay. is there a thread on here that i might've missed that talks about what to do Many thanks Tam
  25. Hi, I've received a PCN today from Euro Car Parks as my car was parked at their York store for 3 hours 31 minutes a few days ago, time limit is 3 hours. Yes, the car was there for that length of time, though I will not be stating here or anywhere else who was driving the car at the time (there are several people it could potentially be). The driver of the car did do shopping there during the visit, but did also do a few other things in and around the site of the car park during that time. I'm not sure yet if receipts are available to back this up, although 2 of the potential drivers share a "Morrisons More" loyalty card which will show purchases registered during that time period. The letter I have (as keeper) is "demanding" £85, or £50 if paid within 14 days. The letter shows 2 photographs of my registration plate, with typed text below stating the entry and exit times. I've searched the forum for similar Morrisons time period exceeded messages and most are old enough for me not to be sure if they contain the best current advice, so would be grateful if anyone here could give the best course of action I should take please. I have an address/email address for Morrisons head office customer services if I need to go down that route (any set text available for making the best case direct to Morrisons?). If its relevant, I've seen some messages here giving differing views on which associations Euro Car Parks belongs to. This letter clearly shows them claiming to be members of the BPA if that helps? Thanks in advance!
