    Can someone clarify anything that would make a ticket unenforcable if it is to be paid and correspondence sent to the local police? for example the date of issue, not using the word offence, etc, does all that apply only to tickets issued from the council?

    What you can do is make an appointment to goto your local court(magistrates) and state your case there. Its far easier than to write and so on.
