I always thought that a person who refuses to pay council tax after being instructed by the court is jailed for "contempt of court" and not because they owe the debt? Therefore on release you are still liable for the outstanding council tax and if you still refuse to pay it is back inside again for contempt of court.

The issue for which a person appears is 'wilful refusal' or 'culpable neglect' in respect of non payment of the specified council tax balance, not for contempt of the court. There could be a contempt of court but that would only come about is you separately upset the magistrates at the hearing.
