I have today received a code 27 PCN for parking adjacent next to a dropped footway

 

This does not appear to be a valid code.

 

 

I was parked next to a chained/locked walled entrance to a small parking area (2 cars ) of private business.

 

 

This area is never used and is seperate from the main car entrance.

 

 

The entrance exits directly onto the road/carriageway.

There is no footway, pavement or similar at all.

 

Do I have a valid appeal?

 

I have also read that the CEO can only issue the PCN if an official complaint/request has been made by the owner of said property and that complete records must be made of the request?

There is no pavement or footway to drop, there is no kerb.

 

The small drive goes straight between two low stone walls and joins directly to the road.

 

there is no pavement or kerb either side of the entrance on that side of the road.

 

My thoughts are this is an incorrect notice as no such infringement occurred?

The drive is dropped to allow access to the road. It is deemed dropped even though where the dropping kerbs would be there Is walls.

 

Its designed in a way that would comply.

 

Also there used to be a walkway.

 

Look to the adjacent properties.

 

Looks like some sort of boundary dispute has gone on at some stage in the past, the footway stops.

 

There are also markings on the road,

legality of these and are they to code.

.. I'm not sure but all in all if I parked there I expect a ticket
