13/08/I drove my daughter to Romford and used my sat nav due to having never visited before.

I arrived at Exchange St where I parked my vehicle next to fencing which fenced off construction work taking place. In front of the fences were low rectangular red and white bollards.

The fences and bollards hid any pavement or kerb.

is this a local authority PCN?

Yes. I challenged the council and they quoted the Traffic Management Act 2004 stating my vehicle could cause a serious obstruction to other road users, especially emergency vehicles due to being more than 50cm from kerb line.

Immediately behind my vehicle, the fencing changed to metal and came out a further 6ft into the carriageway. The fencing came out about a foot further than my parked car.

On the metal fence was a sign restricting parking. There was none on the wooden fence where I parked and I believe the reason was due to how much further the metal fence came iut into the carriageway.

The construction work is guided by the same Traffic Management Act 2004 in order to ensure it is safe and legal.

My vehicle was not as far out as the metal fencing.

The metal fencing was the primary obstruction

. My car was around a foot closer to the side of the carriageway

How can my car be deemed an obstacle with the fence being further out?

the Council deemed the construction going into the carriageway as safe and legal in accordance to the Traffic Management Act 2004

yet state I contravene the Act despite being nearer than the construction work.
