And they want to allow 16 year olds to have a vote !

FOUR teenagers have been banned from keeping animals after they stole and mercilessly tortured a dog in Margate in one of the most disturbing cases RSPCA inspectors have ever seen.

Three of the youths, two aged 16 and one aged 15 at the time of the offence, previously admitted kicking and punching a Chihuahua cross, named Chunky.

The thugs broke his leg and neck, set him on fire and fed him drugs before dumping him at a rubbish tip in Manston Road.

Miraculously, tiny Chunky survived his ordeal and has now been returned to his owner.

Very, very few 16 year olds (fortunately) indulge in this sort of behaviour!

Personally I'm in favour of giving them the vote - although not that many except possibly the more responsible and educated would bother. I remember all the doom and gloom merchants complaining when the voting age was lowered to 18 yet that had very little effect on anything - as I doubt if this would.

But that is the same as the general population anyway where usually 70% or so do not bother
