I'm sure I remember reading somewhere on here that only the police are allowed to use pouches which read "Fixed Penalty Notice" on it.

 

I'm writing to NCP to counter their parking ticket issued to me on as many counts as I can, and was going to include this into it. Can I?

I'm not sure that a pouch would make it illegal.

 

It is a fixed penalty no matter who issues it I think

I found out what it was...

 

FPN is a specific legal term that must only be used for tickets involving criminal parking offences. It may well be an offence under The Administration of Justice Act 1970: Administration of Justice Act 1970 (-), [email protected], David Swarbrick, Solicitor, Wrigley Claydon

 

(1) A person commits an offence if, with the object of coercing another person to pay money claimed from the other as a debt due under a contract,

....

(d) utters a document falsely represented by him to have some official character or purporting to have some official character which he knows it has not.

Hi

if the charge increases after a fixed period it cannot be refered to as a fixed penalty notice and as such cannot be placed in a 'pouch' with that term on.

Guildford council had to change all of theirs about ten years ago
