Just a tip, don't need to do this. Certainly do not phone these people otherwise there is a very good chance they will try and pin the debt on you. They just need a point of reference, and it could be you who ends up paying for someone eleses debt or bailifs coming to visit, hassling you. Do not even acknowledge these items of mail. It's not your responsibility, just return to sender. Or just pass them on to the lettings agent. It is their responsibility to keep up to date records of previous tennants.
As to what action? Erm ... well, let's see ... they will likely keep sending them to your address because that's the last one they have ... in which case, keep sending them back or bin them. Not your responsibility. Also, it will takes weeks for the mail to get returned to them anyway once it's back in the RM system.

Well, all I will say is that's pretty decent of the DCA's concerned as they don't, um, usually back down that easily.
So, don't speak to them on the phone because you are assuming responsibility just by doing so for someone elses debt. Also, it's not your mail, so their could be issues of confidentiality, Data Protection. It's an offense for example to open mail not addressed to you. So you need to be careful here.
