That sounds rather slanderous. The power company would not have told them that. If the meter had been 'fixed' you wouldn't have had a call from a dca, you would have had a call from the police.
If they are infering that it was 'fixed' before you took up tenancy, then it is not your problem, you fed the meter in good faith.
Don't pay a penny until you hear from them again and definately don't phone them, you need all this in writing.
When you have heard from them, come back and tell us what they say and we can then take it from there.
