if any electric people who are out there who deal in disconection please advise

my next door neighbour returned from work today to find his front door lock changed and his electric meter changed to a key meter,
the letter left stated it was for a bill for £800

he paid a bill four months ago for £500 by credit card, apparently they charged to much and refunded it back to his card in full, never told him

after todays call it turns out the outstanding bill is for £175, that includes this quarter, so he only owed about £75, this seems heavy handed

he was told last friday a letter was sent out stating within 28 days a warrent for entry would be obtained from the majestrates court, according to eon the warrent was issued today

he has never received this letter

like i said this is heavy handed , applying for the warrent 4 days after the letter and never been given the oppertunity to pay it

they have added to the bill £250 costs

something is not right

also the bill as i said for 175 includes this quarter
how can they include that ammount with out a meter reading

he was very upset that some one had been in his house
no notification
outstanding bill only 175 including next quarter

needs explanation

i informed my neighbour to call the court and confirm the right of entry warrent, the court has given details of eon rep in this matter
i take it this chap is the baliff
the address given was westwood way
westwood biz park
coventry
cv4 8lg

any body tell me the baliff company from these details

also my neighbour had no way of getting into the house as no key, also he has two dogs which were locked inside

after google, the address given is eon hq

how can they just go into peoples houses with no police etc and do this
they could help themself to property and no one to stop them

Unfortunately, they can:
Rights of Entry (Gas and Electricity Boards) Act 1954 (c.21)

You might be surprised to know just how many people do have the right to enter your home (and I dont think this list covers them all):

to be honest with you, being old does not class you as a vulnerable person, sounds like your neighbour is not telling you the whole story, to get to a warrant stage, it takes month and months of letters and phone calls, if you don’t pay your bills this is what happens.
