It is legally prohibited to cut off water for non payment, this is the exceptional bill. I think the Water Industries Act 1999 covers this.
Notwithstanding water boards have been know to intimidate customers by stating that it can be cut off.

I think the Water Industries Act 1999 covers this. | I have no water in my home it went off about 7pm tonight I have 3 young children dont know what to do. | |

Although I am not very familiar with this subject, I have done a little more research. This from the Consumer Council for Water confirms that you cannot be cut off.
See how to complain here. Given the urgency of your situation I would phone both your water board and CCW. | |
