Re: sky From memory, you cannot get out of the contract due to an inability to supply any service. (Honestly!) however, you don;t have to pay them for a service they don't supply, so you MUST pay them for services received, and deduct anything you've not used. If a DCA gets involved just say the service was not provided to your satisfaction and the debt is disputed. They then have to pass it back to Sky.
Hopefully, you reported the lack of service as a fault? As you have to let them fix it. If a service was never provisioned (doe to their error) they still must rectify this, or if you wish to cancel - give them 21 days to complete the agreement or you will demand cancellation.
