Default University complaint

Hi people

If you want to make a complaint about a university, as they changed the offer in the middle of your exams and you ended up narrowly missing the offer, and they refused to accept you. I spoke to the admission's head of the faculty this was last year and having written to them once again to request that they recosnider the application they refused as they say I am not eligible for it anymore since I am at uni already (this course requires you to have undertaken no uni previously...but I went on this course as I had no where else...). In my written email to them I did not mention that they changed the offer....I did on the phone last year and they said NO still.

I hope you understnad me.

Should I write a formal letter of complaint to the univeristy concerned or is their a third party like ombudsman or someone?

I need your quick help please thanks.

Still no reply from someone with knowledge of university admission procedures, I thought you would have a few replies by now.
Are you aware of any complaints procedures at this university, if so may I suggest you ask for a copy, then keep escalating your complaint.

Unilaterally changing the terms of a contract, as the university appears to have done, is a breach of the Unfair Terms in Consumer Contracts Regulations (UTCCRs) 1999. You satisfied the university's conditions for entry when you reached the grades it first required, and the university has no right to change that offer without your consent.

To quote from the website below:

Before investigating the status of formal learning agreements it is necessary to explain the current legal nature of the student / university relationship. This is a complex matter, for the relationship between a student and his or her higher education institution (HEI) is governed by the principles of public law and the private law of contract.2 As a public body, the decisions of an HEI are subject to judicial review. Indeed this is the correct course of action to take if an HEI contravenes university procedures when making a decision in relation to a student (R v Manchester Metropolitan University ex parte Nolan [1994]). However, the courts have also confirmed that the relationship between a student and his or her HEI is based on a contract (See Clarke v University of Lincolnshire and Humberside [2000]). A legally binding contract is formed when an offer made by an HEI, is accepted by the applicant (Moran v University College Salford (No. 2) [1994]). If the offer is a conditional one, a binding contract comes into existence if the applicant satisfies the requirements imposed by the university. The contract that is concluded between the parties requires the applicant to enrol at the HEI and where appropriate pay the course fees and the university to admit the applicant and thereafter educate him or her.
