Unhappy SLC, DCAs and my future

Hi guys!

First of all, congratualtions to all here who have beaten SLC at their own game!

Now, on to my problems re loans from 1993 & 1994 (in Wales):
  1. SLC lost at leats 2 deferment forms resulting in 'arrears' building up - however, I have been on incapacity benefit, Income Support and Disability Living Allowance since 1999 so my income has never been above the threshold for repayments. Therefore, question 1 - how can arrears build up when I am not liable to make repayments(under their own rules) because of my income - regarldess of whether they received the deferment forms or not?
  2. I am constantly bombarded with letters from Mackenzie Hall, Buchanan Clark & Wells & Capquest infomring that I am in default and court action is imminent as there are going to be bailiffs knocking my door - (again how can arrears build up?) yet they refuse to acknowledge that they (SLC et al) have messed up.
  3. I have complained to SLC complaints people and the accounts mysteriously went back to SLC in October and then virtually immediately the threatening letters started again first from SLC and then from Mackenzie Hall. My question is this now harrassment?
  4. If - and this is a big IF - I can persuade my doctor to sign me off the sick (I have been on a chronic pain management course and my depression caused by the pain cycle is also well under control) - I want to teach but guess what? I can't do the PGCE course & training because SLC say I have arrears with them and they will not provide finance to anyone who is in arrears. What is my best course of action? If I could get a job teaching I could then pay these g*ts off and get rid of them but they are stopping me from doing this - are they technicaly preventing me from paying back the loan?
  5. The complaints people accused me of lying when I said I had sent deferment forms yet somewhere along the line the month when they issue the forms has changed from May to September (quite a difference) and so some form of activity must have taken place with these accounts. I was unsatisfied with their response yet they just said "Get your Doctor to sgn you off for life and we may write the loan off!" This is surely a very irresponsible thing to say to people, most doctors won't sign people off just like that and those that would will charge you very well for the privilege. I came very close to stringing myself up becuase of these bullies and their dogs of war that are the DCA's. I now have to suffer this all over again.
As you can see, my situation is similar to many people but of course to me is also unique. I have received copies of the original agreements and I want to get these arrears struck off their debtors listing ASAP but how do I do it? I feel that my account has been maladministered since the late 1999's when I started to defer because of being in receipt of benefits.

It's where I go now I need to know. Can I claim that they have been handling my accounts with heavyhandedness and using bully-boy tactics - a 41 year old shouldn't be afraid to answer the phone of open a letter because of what someone is writing. Can I launch a civil action against them for maladministration or failing to fulfill their duties under the terms of the Credit Agreement?

Any advice would be appreciated SLC have driven me mad with their ineptness and aggressive recovery tactics.

keep using the formal complaints procedure ... go to stage 2, stage 3 etc - you can now complain to the FSO once stage 3 has been exhausted. (this is what is stated on their site). They reversed their position at stage 3 in my case, maybe more senior employees of the SLC have more authority / discretion to reverse arrears brought on by their maladministration ? Keep emailing them complaints state you remain dissatisfied etc... point out the Govt's recent response see the 'conspiracy' thread.
