Angry Being forced to pay a fine while its being contested

While living in halls of residence I was fined a large sum of money wrongly (hundreds of pounds), as a result I disputed the fine and appealed.

Following through all the appeal processes within the University I have now came to carry out my appeal Externally with the OIA (http://www.oiahe.org.uk/), as the University have failed to resolve my issue.

My issue im looking for advice on is while I have been contesting the fine I have been forced to pay the sum by the university. Are they allowed to do this?

Any help would be greatly appreciated.

Only a court can fine you after a hearing.

What do mean by fine?

You should look at the contract that you signed when you went into halls. Also, look at what you signed when you registered at your Uni. Hard to say without knowing this.

Ive looked through the contract among other things and theres very little about it.

All thats really heavily pointed out within university rules is that they can stop you graduating with an outstanding fine. Does a contested fine count as outstanding?

As for what I mean by fine, basically I had an arguement with a few staff members, which in response they had a "discussion" with me, in which they decided to fine me for being agressive and breaching fire regulations (which at the time every student in the hall of residence was breaching and it was minor etc. etc.
