Can you give more info.

Who was your daughter insured with and is it only TPF&T or Comprehensive?

Does she have any Uninsured Loss Recovery assistance policy?

I would probably be contacting her insurer with the details. They should be able to launch the claim if you have their reg number, and the company name as would be fleet insurance and not specific to the driver (unless contracted as a hauler and owns the lorry). Even if he is a hauler the company contracted to should be able to provide her insurer with details.

A similar thing happened to me, mine was a belgian monster truck with a double car transporter. He said he couldn't speak English so I called the police and they got the details from him. My insurance company (NIG) have a european division who are dealing direct with the lorry owners. Don't know which way it will go yet though.

If your daughter has a decent insurance co they should be doing this for her, there is no way you should have to chase them.

As has been stated above, you need to put this through your insurance company. They will then work through an intermediary company who will deal directly with the other vehicles insurance company in France.

I had a Belgian woman run into the back of our car in Ghent - luckily her daughter spoke English (the driver was a Flemish speaker), so we were able to exchange details. It was then put in the hands of our insurance company when we got back to the UK, and eventually resolved.

However, don't expect it to be sorted quickly - my claim took about ten months.
