    Default Issuing PCN under the wiper

    Hi all,
    This is my first post on this site, however I have seen the excellent advice given previously and wondered if anyone could help me.
    What is the position of pcnicon's that are PLACED under the windscreen wiper but not actually stuck onto the windscreen (I live in Camden, London)?
    In my case the little pocket for the PCN still has the backing of the sticky strip still attached. Is this a lawful issue of a ticket?

    Parking Attendants are not allowed to place the pcnicon under the windscreen wiper blade due to the amount of claims Councils were getting for broken arms and blades, check your blade is working properly and hit em with a bill for a new one if it is damaged, my nephew's was damaged when he got in his car he turned on the ignition the wipers came on and the PCN envelpoe was attached to the blade it caught on the washer nipple and damaged the arm, he bought a new pair of wipers and sent the bill to the council, he got paid, he paid the PCN, I fixed the bent arm, he took the wipers back to the shop unopened and got a refund, so his PCN only cost him £22 instead of £30. I don't condone doing this to yours though but I have a bent wiper arm if you want one. it's off a 16 wheel juggernaught but a bit of filing might make it fit.
    Post a pic of your PCN on here both side lets see if it's legal. thats your best best. scan the PCN or take a Macro photo of it then go to ImageShack® - Hosting upload your pic then choose image 1 for forums copy the URL and post the URL on here. no need to reduce the size but use black and white for pic and scan. hope I have been of some use.

    This is a council guideline. It doesn't change the fact that a PCN left under a wiper is still lawfully served. It doesn't provide a 'get out' because the PCN was not fixed to the vehicle; it was - by the wiper.

    Yes Pat I totally agree with you, I don't know of any adjudication which reinforces what you say, PA's should not fix pcnicon's to the W/Screen via a wiper arm, but it may be worth contesting this issue.

    firstly, their regulations say 'fix' and NOT placed- there is an adhesive strip to 'fix' to the vehicle - no where do is say putting under wiper blades.

    secondly, as these pcns come under a statute they may be legal - but may not be lawful - statutes are NOT law

    I have always included as a ground for contesting a pcnicon when placed under a wiper that it was not properly served. Never had a ruling though as I have always won on other points!

    I am sure that when you say that "statutes are NOT law" it was a mistype. Statutes most certainly are law!
