    Default Parking payment after appeal help asap

    My husband got a parking ticketicon on 6th march 07 whilst parking the company van, he sent a letter to bolton council appealing this. they have sent out a letter to his employers on 26th april who cornered my husband. He then called Bolton and they said that they have sent him a letter. He recieved this yesterday. when he called they said this is the second letter sent out to him and that they did not receive his letter until the 16th april (hum!!!) This letter states that the ticket was issued lawfully etc and they now want 60 quid (double as over 28 days). It says nothing about the previous letter and he spoke to them and said because he sent the letter wouldn't he be given a grace period to pay the 30 quid as he had no correspondance from them.????

    Please can some one help me with this

    Bolton are hopeless when it comes to responding to correspondence. I have had to remind them to respond on many occasion.

    Also signage in Bolton is not always up to scratch and IMO their pcnicon's are still invalid but you would have to be good at putting the case to an adjudicator.

    The trouble here is that its a company vehicle and as they will be the registered keeper the onus to pay remains with them. No doubt they will try to recover the penalty from your other half.

    Where in Bolton did the contravention occur and what was your hubby doing at the time. ie working, loading or any other form of work.

    I am awaiting a date to go to NPAS with a challenge to Bolton PCN's, I believe they are predjudicial, with the "YOU ARE THERFORE" statement, Got a letter from NPAS on Thursday it states and I quote, "The Council have requested a postponement of the evidence due date. This has been granted and you will receive the Councils submissions sent directly to you" They don't need any evidence I haven't sent any submissions yet, I think they are running scared.
    I informed their legal dept to ask them did they want to change the wording on their PCN so it complied with RTA 1991 66 3 A-E because if I win at NPAS they will have to pay back every penny taken since DPE in 2001 up to the time they print new ones, but if they changed them now they would not have to pay those PCN charges back, after the change they said that would be admitting they are wrong and would not be changing them.
    Also challenged a PCN in Westhoughton, Town Centre asked for a copy of the TRO for market Street and it is a mess, the TRO is ok very well done but it doesn't mirror the lines on the ground, looks like they let some community service guys loose with a worn brush, bent straight edge and a cheap tape measure off ebayicon, they really are a mess, they also sent me a letter sams day as the NPAS letter came saying that my letter had been passed to the Highways Management committee to determine the notice is enforeceable, cousre it isn't anyone on a galloping horse can see they are a mess, I took a tape measure into Market St South and measured the lines going off the TRO, The first one was wrong which made every other line wrong I will like to see how they get out of this one, also tried to take Wigan to NPAS to challenge their PCN but they thwarted me and cancelled the PCN.
