3. For that reason I was late to our flight to Tashkent, spending night in Moscow (Domodedovo) with two children in hand;
4. Submitted clime was lost in Moscow, however, Tashkent employees admit that they passed this to the responsible persons;
5. Moscow office in conversation did admit that the clime get lost;
6. However, in official letter they made false statement.
Air France closed office in my country last summer.
How to insure that Air France will react and I will get are proper and fair respond?

The Consumer Action Group is UK based, and as such look at resolving UK issues. I doubt anyone here would have any knowledge of the court system in your country, but I wish you well and hope you get a positive response eventually.
One thought though, I imagine that Air France must belong to IATA, which is international, so maybe you could try them for some advice. There's a link here. About Us

Yes, the case is complicating because it is really international. I flight from Central Asia to Russia. In Moscow I bought ticket to New York (via Paris). And problem appeared on my way back home.
I submit clime in Tashkent. Soon after that Air France office was closed (and KLM office opened).
Where to submit clime? Moscow office? I have done this, and result was awful. Air France Paris office? Have you any idea on that issue?
KLM and Air France are now part of the same group I believe, so I would suggest you go back to the KLM office. Tell them the problem and see what happens. I would think it would be in your best interest to have the claim in a court in your own country, but I wouldn't know how your court system operates.

Yes, I have submitted my clime to IATA, in the area "Remittances and settlement", however, I am in doubt if I may get any respond. But I will keep you informed.

I would say in your own country in case you need to attend court yourself. I googled Air France and Tashkent and came up with this document which has a few details about the service and some information on Air France's operation in your country.

Just to add to what Caro has said - if you haven't done so, you should write to Air France customer services and explain the situtaion. If possible, get the Tashkent employees (ex employees?) to give you something in writing about the fact that they sent off your complaint to the Moscow office. On behalf on its member airlines IATA also accredits travel agents, in order to formally recognize reliable agents who are authorised to sell and issue international airline tickets for the carriers.
IATA is not, however, a regulatory body, therefore does not intervene in service disputes or other commercial matters involving customers and the airlines or issuing travel agents.
Should you have a problem or complaint concerning a particular airline or travel agent, we ask that you contact the customer services department directly of the airline or travel agency concerned.
If this proves ineffective, please contact a local consumer's association or even a lawyer if you feel your rights have been overlooked.

I think the only way is court. The question is: where to apply?
You should only apply to the court if you hav exhausted the customer compliants procedure. AsCaro has poited out KLM and Air France are now the same company so you could try the office in Tashkent again or go to Customer Services in France at the address in my post above.
If you do have to go to court then you can choose Uzbekistan or France. Forget Moscow, they have nothing to do with it - it's either where you live or where the defendant lives.

The KLM office should also be the Air France office, and if the French court is like the English, you would need to attend. I have no knowledge at all of courts outside the UK, so you would need to investigate the French system if that is what you plan to do. I'm sorry I can't help more.
