special notes: Declared new at first registration

I have bought used car from a dealer in my V5 document under special notes section there is a message saying:
Declared new at first registration

what does this mean? has it got to do with accident or import? did the dealer had to tell me about this ??

PS: looking at previous keeper section its as following:

[z.1] name surname address..... GLASGOW

[z.2] Acquired wehicle on date xxx [z]. no of former keepers 2

========================= =========================
it seems car had 2 owner but i can see one owner only ?

The registration document only lists the details of the previous owner. I'm not sure if you can get a list of the others from the dvla.

I might be wrong, but it may have been imported to the UK and registered as new here (not previously registered abroad). I'm sure if you called the DVLA they could explain it better than me!

BTW, how old is the car?

Declared new at first registration means that it was not an import or rebuild.

When it was first registered in '02, it was brand new, never been registered before.

You can get a full list of previous keepers from the DVLA on payment of a fee.
