i would like to ask the following,

how often should my electricity meter be calibrated or changed?

it is the old wheel and diel type.

Do you put Tokens, a smartcard or a key in the meter. Or are you billed every 3 months for useage.

i get a bill every 3 months

It does not ever need calibrating if not prepayment meter. The meter will be changed every 15 years if one rate and 10 years if 2 rate (night and day economy 7) .

the meter in my house has been in around 17 years and never been checked or changed.

any idea who i can contact to find out how i go about getting it changed to a new one?

It is over due to be changed. Contact your supplier and they will organise it for you.
