    Default Was This Invalid?

In past 5 years I think I have had 2 local authority fines pcnicon's which I just paid.

I have a record of one I paid for a contravention in October 2005.

Is this ticket invalid under latest case law? and if so can I try and get my money back? (There is no Date of Notice or Issue)
