I recived a penalty notice on the 5th of jan 2007 for being parked "in a restricted street during prescibed hours", i got in touch with Haringey Council and told them that at the time the penalty notice was issuied i was not the driver and have given them the drivers details at the time. (even though i am the registered Owner)
Now on the 17th of Feb 2007,I have recived a Notice of owner letter, Should i tell them on this the same thing about me not being the driver or will they not accept this? This letter is asking for me to pay £80 the full price of the ticket...HOWEVER on the back of the pcn it says that if i write to them within 14 days (which i did) and they dont accept my challenge i will have the chance to pay the reduced rate for a further 14days after reciving them writing back to me...does this still apply as the only other correspondant iv had from them is this notice of owner?
